Requests for “copper scrap or wire at 99.9% purity in Dubai” sound clear, but they leave several commercial questions unanswered. Copper scrap is traded by physical grade, preparation, contamination, recovery and inspection terms. A percentage alone does not tell a supplier whether the buyer wants bright bare wire, mixed copper, chopped material, cathodes or another product entirely.
The distinction matters because the London Metal Exchange copper contract is based on Grade A copper cathodes—not scrap. LME deliverable copper must meet specified cathode standards, be in cathode shape and come from an approved brand. Using an LME price as a reference can be commercially useful, but it does not convert scrap into LME-deliverable cathode or establish the value of a particular scrap parcel.
Define the product before discussing the discount
The buyer should first state the exact form of material. If the requirement is bright bare copper wire, the specification should describe wire diameter, whether coatings or insulation are permitted, allowable oxidation, attachments, solder, grease and other metallic or non-metallic contamination. If mixed copper scrap is acceptable, the request should identify the intended industry grade or give a detailed physical description with photographs and tolerances.
Terms such as “Millberry,” “Berry,” “Barley,” “Candy” and other market names are used across the recycling trade, but informal usage can vary. A buyer should reference the applicable specification and then add transaction-specific requirements rather than rely on a nickname alone.
Turn “99.9%” into an inspection clause
A purity claim needs a measurement method. The contract should state who samples the material, where sampling occurs, how many units or bales are selected, which laboratory or inspection company is acceptable and which test method controls. Handheld XRF screening can help identify alloying elements, but sampling must still represent the full lot. A clean reading from one exposed wire surface does not establish the quality of every bale.
The parties should also agree what happens when results fall outside tolerance. Options include rejection, re-sorting, price adjustment or a final determination by an agreed independent inspector. The contract should address moisture, dirt, ferrous attachments, insulation and sealed or hazardous items separately from elemental copper content.
Separate the material value from the delivered cost
Price discussions should identify the benchmark, quotation period and deduction formula. “LME minus a percentage” is incomplete unless the parties specify the relevant LME price, currency, pricing date or average period and the costs included in the deduction. Scrap pricing can reflect recovery, processing, freight, insurance, inspection, finance, duty and the risk that the delivered parcel differs from the sample.
For Dubai, the request must also state whether delivery is to a port, free-zone warehouse, buyer facility or another named place. The chosen Incoterm should match that location and make responsibility for export clearance, freight, insurance, import formalities, unloading and risk transfer explicit.
Confirm customs and environmental classification
Copper scrap may fall within international rules governing transboundary movements of waste, depending on its condition, contamination and applicable national law. The Basel Convention lists certain clean, non-dispersible metal scrap separately from hazardous waste, but classification is fact-specific. The exporter, carrier, importer and customs broker should confirm the correct HS code, waste status, permits and destination requirements before loading.
The shipment file should normally be built around the final contractual and regulatory requirements. Common commercial documents include the signed contract or purchase order, commercial invoice, packing list, certificate of origin, transport document, weight record, inspection or assay report and any required export, waste-movement or import approvals. Document names alone are insufficient: quantities, container numbers, seals, weights and product descriptions must reconcile across the file.

- Material: exact scrap or wire grade, physical condition, preparation and contamination limits.
- Volume: trial quantity, monthly quantity, loading schedule and minimum shipment size.
- Evidence: current photographs, video, stock location, weighbridge records and ownership or authority documents.

- Commercial terms: pricing benchmark, quotation period, Incoterm, delivery point and payment instrument.
- Compliance: company KYC, beneficial ownership, sanctions screening, export authority and customs classification.
